自2019年12月迄今經過兩年多COVID-19疫情的衝擊,充分凸顯出此疫情是一項公共健康危機(public health crisis)。不可否認因COVID-19的高死亡率、高傳染性,以及健康照護機構的現存困境(缺點),使得疫情加重對醫療機構形成無法預知的衝擊,包括疫情的管控與擴散、對醫療系統局部或全面的量能需求、合理與妥適的人力配置與物資存備,以及確保正確與即時的溝通。然透過機構的前瞻性思考、有效的問題解決、創新性、聚焦解決方案,再加上機構主管的領導力,是能夠彰顯機構韌力的效益。然護理韌力藉著彈回、克服、自我決定、維持正向關係、強化自尊,自我效能與希望,得以支持著醫療從業人員撐過疫情的困境。在促發組織韌力與護理韌力的目標上,以強化建構韌性文化、發揮韌力之領導策略、規劃韌力之因應策略、落實執行韌力有效作為,藉著形塑強大的醫療體系與個人力量,以對抗COVID-19疫情的衝擊,期能同心協力打贏這場全球性的疫戰。

英文摘要

Since December 2019, the impact of the COVID-19 pandemic has highlighted as a public health crisis. It is undeniable that COVID-19 shown the high mortality rate, high contagiousness rate, and the existed difficulties (shortcomings) within health care system have aggravated the unpredictable impacts of the epidemic on the medical institutions, including the control and spread of the epidemic, the local or comprehensive energy requirements of the medical system, the reasonable and appropriate manpower allocation and material reserves, and to ensure proper and real-time communication. However, through the healthcare agency's forward-thinking, effective problem-solving, innovation, focused on implementing solutions, and coupled with strong leadership, the benefits of organizational resilience can be demonstrated. However, nursing resilience supports healthcare practitioners through the plight of the pandemic by rebounding, carrying on, self-determination, maintaining positive relationships, strengthening self-esteem, self-efficacy and hopefulness. With the goal of promoting organizational resilience and nursing resilience, we will strengthen the leadership strategy of building the culture of resilience, planning resilience strategies, and implementing effective actions of resilience, shaping a strong healthcare system and individual strength to combat the impact of the COVID-19 epidemic and work together to win this global epidemic battle.
