臨床護理人員是衛生體系中推動健康促進、疾病預防與健康管理的支柱，承擔著危重的治療與守護職責。COVID-19疫情中，醫療機構中之護理人力資產於染疫威脅與工作負荷下遭遇重創，導致護理人力流失、在職者健康受損與士氣低落，影響醫療量能、照護品質與未來衛生產業之發展根基。本文主旨在討論疫情後，護理管理者如何善用賦能領導策略，落實世界衛生組織提出之全球「2021-2025年護理與助產業戰略方向」，針對教育、工作、領導與提供服務等領域，影響政府、立法機構、企業、學校或專業團體保護護理人力資產，護理師經接受賦能教育後能設計創新照護模式、提升專業效能與生產力、爭取資源改善執業環境、優化工作條件、修改過時法規、以政策面推動進階護理師（APN）獨立執業與開創更多與社會接軌的服務機會，打破城鄉、地域、貧富、認知與數位落差等障礙，落實永續發展目標（SDGs）與全球健康覆蓋（UHC）理想，打造美好未來。

Clinical nurses are the pillars of promoting health promotion, disease prevention and health management in the health system. They undertake critical treatment and guardianship duties. During the COVID-19 epidemic, the nursing workforce in medical institutions have been severely damaged under the threat of epidemic and workload. This leads to the loss of nursing workforce, health damage and low morale of the incumbents, affecting medical capacity, care quality and the development foundation of the future health industry. The theme of this article is to discuss how nursing managers can make good use of empowerment leadership strategies to implement the global "Strategic Directions for Nursing and Midwifery 2021-2025" proposed by the World Health Organization after the epidemic. It aims at education, jobs, leadership, and service delivery and it influences the government, legislative bodies, enterprises, schools or professional groups to protect nursing workforce assets. Nurses design innovative care models through empowerment education, improve professional efficiency and productivity, strive for resources to improve the practice environment, optimize working conditions, revise outdated regulations, and use policies to promote independent practice of advanced nurse practitioners (APN) and to create service opportunities in line with society. They break down barriers such as urban and rural areas, regions, rich and poor, cognition, and digital gaps. They implement ideals of sustainable development goals (SDGs) and universal health coverage (UHC), and build a better future.
