「以勝任能力為導向的醫學教育(Competency-based Medical Education, CBME)」強調培養學員具備解決複雜問題和應對挑戰的能力,護理師專業能力對於醫療機構永續發展至關重要,在疫後全球面對照護及護理人力需求之挑戰,透過以CBME架構的教學訓練計畫做為護理師能力培訓方式,進而留任具專業能力的護理師,落實CBME具成效性取決於學習者及訓練計畫是否持續監測成效及計畫修正。臺北醫學大學附設醫院醫事職類自2019年導入CBME,護理教學團隊竭力建置以CBME架構的護理教學訓練計畫,導入商業智慧資料管理系統(Power Business intelligence, Power BI)作為教學訓練成效指標管理,即時掌握教學成效,透過臨床能力委員會(Clinical Competency Committee, CCC)審查護理學員勝任能力, 年度訓練計劃評核委員會(Program Evaluation Committee, PEC)會議進行系統性檢視訓練計畫成效,運用Power BI視覺化管理系統讓護理教學管理更具效能,經由CCC及PEC委員共識決議來調整學員學習計畫及訓練計劃內容,實踐CBME之社會責任精神,訓練符合社會健康照護需求之專業護理從業人員。

英文摘要

Competency-based medical education (CBME) emphasizes the cultivation of learners' ability to solve complex problems and respond to challenges. Nurses' professional competencies are crucial for the governance of sustainable development of medical institutions. In the face of the challenges of global healthcare needs and nursing manpower after the pandemic, there is a greater need to effectively train and retain nurses with professional competencies within the institution. The effectiveness of competency-based education and training (CBME) depends on whether the learner and training program are continuously monitored for effectiveness. Department of Nursing in Taipei Medical University Hospital (TMUH) has been established the nursing education program based on CBME framework since 2019. With the full support of the hospital, 6 nursing preceptors have received the faculty development program of CBME at the Accreditation Council for Graduate Medical Education (ACGME) in the United States. They have held EPAs practical workshops, Clinical Competency Committee (CCC) and Program Evaluation Committee (PEC) workshops. The Power Business intelligence (Power BI) system was applied to monitor teaching performance indicators of education program. Through CCC meetings to review the nurses' competencies, and hold annual PEC meetings to systematically review the performance of nursing education program. The Power BI system makes the execution of various teaching and administrative management more efficient. According to the visualized teaching performance indicators, the nursing education program is adjusted in CCC and PEC to practice the implementation of CBME. The experience of implementation of CBME in TMUH is committed to making it a success.
