Ministry of Education has been running School Sports Volunteer Training Program since 2006, with the efforts of organizers and college/university physical education teachers, the sports volunteers from 60 colleges/universities not only work on their own campuses, but also are actively involved in all sports events, sports activities, recreational camps and sports training. All service performances have reached the desired goals. It is expected to make the Sports Volunteer Training Program more perfect, so this article utilizes literature review method and analyzes the development and effectiveness of the program in the past five years; it views the current practices from respects of the program purpose, strategy, legal regulation and performance evaluation in order to find out the disadvantages, proposing strategies from four directions which include the needs of those who are served and the volunteers, focusing on training, taking advantages of and integrate college/university volunteers, establishing legal regulations which can enhance honor and mission, collecting detailed data to validate the economic value. The action plan is to develop training courses based on service programs and volunteers' needs, offering training and intensive courses coordinating with Service-Learn Program and general education, integrating different college/university volunteers to establish district volunteer center, amending the key points of implementing sports volunteer program, developing special rules for rewarding sports volunteers and establishing the accounting system of the economic value generated by volunteers' services. Practical approaches: Train volunteer cadres; foster supervisors and instructors; those who are served pay the basic fees; increase project budgets; encourage the enterprises to sponsor; establish the accounting system of the economic value generated by volunteer services. The goals: develop plans to increase the number the sports volunteers and improve the qualification of them, intensify the group management to improve service quality, adopt districts, integrate resources, carry out local services, and offer awards to satisfy the sense of belonging and honouring achievements of the sports volunteers.
