台灣自經濟部工業局2003年起推動「觀光工廠輔導計畫」等相關政策以來,至今已有十年時間,協助國內具有觀光教育、文化價值或歷史意義的傳統產業與製造業工廠升級轉型兼營觀光服務發展,通過評鑑正在營運的觀光工廠大約有99家,若加上自行循觀光工廠模式經營的業者已超過百家,以寓教於樂及推廣品牌概念的主題旅遊形式迅速發展。本研究旨就目前經濟部工業局輔導通過的高雄市觀光工廠為研究主體,以「觀光工廠之吸引力」、「遊程的提供」、「場地與遊客設施品質」、「推廣的作法」等四個構面探討高雄市觀光工廠的發展潛力,除深度訪談其中兩間觀光工廠業者了解其發展狀況、現行的營運策略與做法外,並採便利取樣方式對參觀遊客進行意見調查。此外,亦針對「現行政策法規的影響」構面,根據地方政府主管單位承辦人員受訪的文獻,比較地方政府部門與業者在觀點上之異同,分別就高雄市觀光工廠發展策略及如何增進其未來的發展潛力提出建議。

英文摘要

Industrial Development Bureau of Ministry of Economic Affairs in Taiwan has promoted "Tourism Factories Consulting Program" and related policies since 2003. The program and policies have helped the local tourism industries and manufacturing industries, which have tourism education, cultural or historical values to transform to include tourism service into their business model. Ninety-nine tourism factories have passed the evaluation and began operating their operation. The number does not include the ones that operate without joining the program. The number will be more than a hundred if including those outside the program. The tourism factories, applying the concept of edutainment and popularizing the brand to the theme tours have grown rapidly. The objects of this study are the Kaohsiung tourism factories, which have passed the evaluation from the Industrial Development Bureau, Ministry of Economic Affairs. Based on the four dimensions: (1) attractive firms, (2) the supply of company tours, (3) the quality of the location(s) and visitor facilities and (4) promotion, this paper discusses the development potentials of Kaohsiung tourism factories. In-depth interviews are adopted to investigate managers of the two factories to understand their views concerning future development and current operating strategies. Convenience sampling is also adopted to investigate the opinions of the visitors of the factories. In addition, the paper also discusses the dimension of "current policies and laws" based on the interviews from the executives of local government agencies. Comparing the different viewpoints between the local governmental agencies and the managers, the study provides suggestions on analyzing the developmental strategies for Kaohsiung tourism factories and how to improve their potentials for future development.
