本研究欲瞭解大專特殊教育專業團隊服務運作現況。以自編問卷進行調査,採分層立意取隨機抽樣,寄發出807份問卷,回收403份,有效樣本為50%。資料分析以IPA分析,以探究實施現況與實施困境重要度與表現度兩者間之差異研究發現:(1)實施現況而言:尚無大專特教相關法令,對於推行運作模式認知差異大,仍有改善的空間;(2)實施困難度來看:無完整的服務機制、專業培訓與制度、經費支付辦法及固定的經費,對於所面臨的困難等,推行運作及投入會有所影響;(3)整體運作分析:個案管理員與專業團隊人員須建立良好的合作模式提供專業服務品質,像服務機制與服務流程、經費運用分配與管理、訓練與研習等,以給予大專特殊需求學生能夠受到更好服務。下述建議,以供教育行政主管機關,相關專業團隊人員及未來研究之建議。(一)建議大專在特教推行委員會通過專業團隊運作及專款專用經費管理辦法,以提升運作效能。(二)增設大專特教專業團隊專款經費,強化專業服務品質穩定性。(三)建立大專特教專業團隊服務制度與培訓管理,以增進專業服務知能。(四)研擬大專特教專業團隊服務手冊,以利於推行運作。 |
英文摘要 |
The purpose of the present study is to explore the current situation of the implementation of Special Education Team Professions for college students with needs. The data were collected by questionnaires designed by the researcher. The questionnaires were distributed to 807 respondents with 403 valid samples (return rate: 50%). The data were analyzed by the IPA method in hope to explore the differences between the current situations and difficulties of the implementation. The results are as followed: (1) The current situation of implementation: there aren't specific laws for special education in colleges. The gap between implementation and anticipated goals is still significant and needs to be bridged. (2) Difficulties in implementation: the factors affecting service quality included incomplete service mechanism, professional training and concerning systems, limited budget and wage payment. (3) Analysis of implementation: case managers and professional personnel should cooperate to establish ideal working models to provide professional service quality, including service mechanism and procedure, budget arrangement and managing and training and advanced study programs. Suggestions for concerning government departments, professional personnel staffs and future studies are as followed: (1) Special education promotion committees in colleges should establish specific regulations for the implementation of professional team and budget managing to provide better service. (2) Sponsoring the funding for professional teams in colleges to strengthen the professional service quality. (3) Establishing systems of professional team service and related training to improve professional service knowledge for team members. (4) Editing manuals for professional team service to improve the implementation. |
