以「顧客導向、彈性創新、夥伴關係、責任政治、廉能政府」等五大理念，建構一個「具全球競爭力的活力政府」此小而美的全能政府組織，旨在擺脫爲人垢病的官僚體系及低效能、低效率的形象，藉以因應未來經濟、政治及社會變遷等嚴苛挑戰。「教育及運動部」乃因應國際潮流與國家體育整體發展需求而生，在面對21世紀國內外體育環境變遷之際，建構專業化及高效率化的政府組織，當應務實革新再造體質，並以強化高競技運動實力、普及全民運動、提升全民健康體適能等爲主軸，輔以加強國際與兩岸體育交流、整合國家體育資源、建構優質運動環境與設施及爭辦國際性綜合運動賽會等，將國家體育整體建設、運動競爭力、全民健康等推向顛峰。

”Customer-oriented, flexible innovation, partnership, responsibility politics, clean and efficient government” and other five concepts to construct a ”global competitiveness, according to the vitality of government” in this small but beautiful all-around-governmental organizations, aims to get rid of notorious bureaucracy system and inefficient, low efficiency of the image in order to cope with future economic, political and social changes such as harsh challenges. In the face of the 21st century, a time when changes in domestic and international sporting environment, and build a professional and efficient form of government organizations, should be pragmatic and discarded when the transformation of physical harm innovation. And to strengthen the high strength of competitive sports, popular mass movement to improve the National Health fitness etc. axis, supplemented by the strengthening of international and cross-strait sports exchanges, integrating national sports resources, and build a high-quality sports environment and facilities and to bid for hosting international sporting events will be integrated; will be the overall construction of national sports, sports competitiveness, universal health into the peak.
