臺北市運動中心委外轉型之教育行政決定模式探討

The model of educational administration decision-making: A case study of the transformation of Taipei sports center

目的：本研究以臺北市運動中心為例，探討運動中心三次委外政策轉型間距逐漸縮短其背景及原由。方法：採用文獻調查研析其委外轉型之決定模式。結果：研究針對其快速政策轉型，對行政決定產生之影響，作深入訪談後，依教育行政決定過程評析，結果顯示人雖非全然理性，但仍應以理性態度面對行政決定，並回歸促參法達到委外轉型之最終目的，達到以「政府最大謹慎，獲得民間最大的參與」之目標。結論：公部門主事者，在重大政策規劃，最後所形成的行政決定，在面對無法常衡的天平下，往往是相互退讓，所產生的共識。

The paper is using literature survey and in-depth interview to discuss and analyze the background and reasons of sports centers’ outsourcing policy transition trends. The results indicated that everyone can’t be considered as a totally rational person but we should remain rational attitude towards administrative decisions, and for the purpose of promoting the transformation outsourcing. It’s was showed that the targets of government maximum caution in civil maximum participation. In sum, government maps out the most important policy for the president of final administrative decision. Apparently, the consensus in the face of the balance cannot be under avoirdupois, and it’s often arising in mutual concessions.
