國內外調查研究顯示青少年同儕性騷擾事件層出不窮,且有越來越嚴重的趨勢。這些性騷擾事件可能發生在校園、工作場所、社區或網路世界,甚至可能發生於公開場合卻未被辨識或是勸阻,進而塑造出不友善的學習與成長環境。性騷擾事件結果往往傷害了青少年的同儕關係,影響其學習成績或工作表現,並造成敵意或威脅的校園氣氛。由於青少年成長與發展,是環境特徵和個人特徵共同作用的結果,而國內迄今較少行為人教育輔導措施之研究與探討,因此本文借鏡Bronfenbrenner的生態系統理論「近側歷程-個人特徵-環境脈絡-時間」模式(Process-Person-Context-Time model,簡稱PPCT模式),分別從近側歷程、個人特徵、環境脈絡與性騷擾行為發展時間因素等複合式角度,一方面擴展進行系統工作的視框,一方面提出多元的教育輔導策略,以強化學校系統之教育輔導作為。
