本文企圖透過對當今俄羅斯聯邦公民民族主義的釐清與內涵的說明，來理解普丁政府的對外政策。作者認為公民民族主義，不僅對俄羅斯的政治發展產生動員與團結的作用，也投射到俄羅斯的外交戰略上，它一方面強調自我認同、維護民族國家利益與尊嚴，另一方面也在使自己融入全球化進程，而非將自己置於全球化之外。普丁執政以來的俄羅斯外交便具有公民民族主義的特點，他不但以創造復甦經濟的國際環境為首要任務，也企圖建立多極化世界，並以靈活務實的風格，進行全方位平衡外交。

The paper is focused on analyzing Russian diplomacy from the view of civic nationalism. Through clarifying the concept of civic nationalism in Russian Federation the development and features of Putin's foreign policy will be discussed. The author attempts to explain that nationalism in contemporary Russia has worked not only as the tool of the mobilization and consolidation for political development, it also projects into Russia's diplomatic policy. It emphasizes the local characteristic, maintains national interest and dignity on the one hand, and it tries to integrate the state into the advancement of globalization on the other. Besides Russia's foreign policy reflects the awareness of globalization, it tends to be more pragmatic, and pay more attention to national identity and interests. Since Putin has come into power the Russia's foreign policy namely has possessed the characteristic of nationalism. He not only accounts the creation of the best possible external conditions for economic reforms as the primary task, also he attempts to establish a multipolarized world by carrying out the Omni-directional diplomacy of pragmatism.
