The purpose of this study was to construct a layer frame related to the factors affecting upon the private enterprise when engaging outsourcing business in school swimming pools. Furthermore, this study calculated the weights of each factor in order to provide schools making reference for outsourcing management. Literature review, interview with experts, and focus groups were adopted to identify the layers of affecting factors. Through questionnaire survey answered by private enterprise representatives, this study gained the opinions for each factor. Relative weights of the criteria were investigated through the use of Analytic Hierarchy Process. This study found that the market conditions received the highest rank in the objective level, followed were attraction of operation content, contract content, whole environment, administration of outsourcing, and basic facilities. As for the attribute level, the latent consumer market scored the highest, then were profitability, convenient communication, market competition degree, and equity and justice contract. This study found that the market conditions was the most important factor for private enterprise. That is, school swimming pool must own a lot of customers, locate on appropriate site then be able to attract private enterprise. Some school swimming pools which is bad in market conditions must highlight the attraction of operation content and contract content in order to raise the incentive for investment.
