2030永續發展目標（SDGs）揭櫫全世界永續管理之意旨及重要性，然要落實在鄉村旅遊，此部份具體做法之探討仍顯不足。本研究分為二篇論文，本篇主要目的係以紮根理論（GT）探討鄉村旅遊之永續發展策略（SDS）；另一篇則依據探尋得到之SDS，進一步分析得到其永續發展模式（SDM）。此篇之研究進行方法，係將質性資料以GT進行見實性編碼及開放性編碼，再以主軸性編碼得到SDGs之SDS。研究之進行，首先應用次級資料分析法蒐尋相關文獻，得到之二手資料與半結構式深度訪談法訪談12位休閒領域專家後得到之第一手資料，經諮詢專家11位委員協助三角交叉檢定其信效度。研究結果顯示，鄉村旅遊之SDS可以從環境、社會及經濟三構面分別探討得到，鄉村高齡化之年長者人力資源應先整合，並配合現代科技之應用，建構鄉村旅遊文化；其次倡行節能減碳運動，做好生態保育，踐行綠色有機產業及推動綠色行動，改善鄉村之生活環境，最終需要落實碳權、碳匯之推行，做好環境復育，後代子孫方能得到永續發展。本研究結果亦可以作為公私部門執行SDGs之策略參考。
英文摘要

The Sustainable Development Goals (SDGs) for 2030 outline a global agenda aimed at fostering sustainable development worldwide. However, there remains a notable gap in concrete strategies for implementing these goals in rural tourism. Rural tourism is divided into two papers in this study. This paper aims to develop Sustainable Development Strategies (SDS) for rural tourism based on the overarching principles of the 17 SDGs, while next paper analyzes the derived SDS to uncover sustainable development models. Grounded Theory (GT) is employed to explore SDS for rural tourism, involving qualitative data analysis through vivo coding, open coding, and axial coding to elucidate the strategic dimensions of the SDGs. The study initially utilizes a secondary data analysis method to review relevant literature, followed by semi-structured in-depth interviews with 12 leisure domain experts to gather primary data. The obtained data is subsequently validated through consultation with 11 expert committee members via triangulation. Results indicate that SDS for rural tourism can be delineated into environmental, social, and economic dimensions. Strategies include integrating the elderly workforce in aging rural populations, leveraging modern technology to enhance rural tourism culture, promoting energy conservation and carbon reduction, fostering ecological conservation, advocating for green organic industries, and initiating carbon trading and carbon sequestration initiatives to ensure environmental restoration for future generations' sustainable development. The findings of this study provide valuable insights for public and private sectors in formulating strategies to implement the SDGs effectively.
