2006年12月5日，斐濟發生自獨立建國以來的第四次軍事政變，軍事領導人白尼馬拉馬(Josaia Voreqe Bainimarama)以武力推翻民選政府恩加拉塞(Laisenia Qarase)政權。政變發生後，作爲太平洋之區域組織「太平洋島國論壇」(Pacific Islands Forum, PIF)於此事件中之態度與作爲，成爲檢驗該區域組織效能之重要指標。截至2009年7月，「太平洋島國論壇」領袖高峰會議已通過三次決議，要求斐濟在2009年舉行大選，然這些決議可否有效拘束斐濟臨時政府？又斐濟主張以「太平洋方式」(the Pacific Way)解決爭議，引來薩摩亞總理批評，該主張可否被其他會員國接受？在「太平洋島國論壇」積極介入下，斐濟臨時政府似乎仍不爲所動，其原因爲何？爲回答以上問題，本文旨就「太平洋島國論壇」協助斐濟恢復民主之角色、作爲及其目前所遭遇之挑戰，進行分析與探討，點出「太平洋島國論壇」在斐濟恢復民主過程中之困難。

On 5 December 2006, the Fiji military Commodore Josaia (Frank) Voreqe Bainimarama overthrew the elected government of Laisenia, which was Fiji's fourth coup d'état in just two decades. After the coup, the attitude and acts of the Pacific Islands Forum (PIF), the Pacific regional organization, dealing with Fiji's problems will be examined as part of the important efficiency indicators in the future. PIF held three Summits and passed three Communiqués to resolve Fiji situation after 2006 coup d'état. It also asked Fiji interim government to fulfill its promise on holding election in 2009. Will the interim government be constrained by these Communiqués? How other members of the PIF will react when the Fiji interim government brings up the idea of ”the Pacific Way”? Why did the Fiji interim government neglect PIF's attitude? This paper points out the current difficulties and challenges of PIF in the processes of restoring democracy in Fiji.
