政府爲促進低碳社會型態的轉變,建設澎湖縣爲台灣第一個再生能源生活圈之示範低碳島。澎湖低碳島的示範建置,將技術、設備、措施、行爲、展示、服務及研發成果,全面導入綠色能源與資源回收再利用體系,以全島能源供應50%以上來自再生能源爲目標,打造潔淨生活低碳島,推動澎湖爲世界級低碳島嶼之標竿。規劃推動時程5年(民國100-104年),預計投入資源新台幣約80.9億元。經濟部規劃八大推動面向:(1)再生能源、(2)節約能源、(3)綠色運輸、(4)低碳建築、(5)環境綠化、(6)資源循環、(7)低碳生活、(8)低碳教育,以擴大澎湖縣節約能源及再生能源產品應用,進而帶動產業發展,厚植低碳島軟實力及落實公眾參與、宣導學校能源教育、營造社區低碳文化。預期完成後,可使澎湖之再生能源發電量超過(100%)當地用電需求;人均CO2排放由5.4噸/人-年降爲2.1噸/人-年。低碳島的示範建置,將應用低碳生活服務與節能減碳科技,引領全球風潮。進而催生澎湖低碳島的生態觀光服務,帶動產業發展。 |
英文摘要 |
Ministry of Economic Affairs, R.O.C. has chosen Penghu Island as a pilot case to illustrate the strategies to establish a low-cabon society in Taiwan. To reduce 50% of total carbon emission in Penghu Island, renewable energies should be used in all sectors in the island. The wastes produced from various activities should also be included in a recycle system to build a world-class low-carbon island. This project will be completed in 5 years (from 2011 to 2015), and the total amount of budget is about 80.9 billion TWD.Ministry of Economic Affairs, R.O.C. will execute the project with eight strategies, including renewable energy, energy reduction, green transportation, low-carbon building, landscape engineering, recycling, low-carbon life, low-carbon education. In the future, with widely applied renewable energies and significantly reduced energy consumption, industries can be boosted. The soft competitive strength will also be fostered through public participation and energy education in schools. Eventually, low-carbon culture will be implanted in the heart of the community.After the completion of this project, the generated electricity from renewable energy will exceed the required electricity in Penghu, and carbon emission per person per year will be decreased from 5.4 tons to 2.1 tons. The applications of renewable energy and energy reduction strategies in this project can be an ideal template of how to achieve a low-carbon society for other countries. All the strategies applied for construction of the low-carbon island can also benefit the development of eco-tourism industry in Penghu Island. All the other local industries will be boosted because of the increasing number of eco-tourists. |
