近年來國內青少年失業率皆位居各年齡層失業率之首,而就教育程度而言,高中、職以下的勞動人口失業率也都高於平均失業率。有鑑於此,行政院勞工委員會為培訓契合企業職場需求之員工,使技職教育及職業訓練體系合流並因應全球化趨勢,奠定紮實的人力資源基礎,特將德國實行一百餘年的雙軌制(Dual System)模式訓練計畫引進國內(以下稱台德菁英計畫),期望透過雙軌並行的模式讓學生可使學校的理論教育與工作上的實務操作可立即並有效的達成雙重驗證,讓學習確實達到「學以致用」境界。本研究旨在探討台灣與德國雙軌制教育之特色,作為日後推動雙軌制教育未來延伸及擴充之建議參考。本研究內容包括:第一、了解台灣與德國雙軌制教育現況分析;第二、探討台灣與德國雙軌制教育之特色;第三、比較台灣與德國雙軌制教育之異同處;第四、以德國近百年之雙軌制教育訓練經驗,提供台灣雙軌制教育的未來發展建議;最後提供未來雙軌制教育延伸研究之發展性。 |
英文摘要 |
Recent year, more and more young people are out of work. The people whose level of education is below high school, the unemployed rate is the highest. For this reason, Council of Labor Affairs would combine education and occupation training for developing our human resource base. Dual system in Germany has been working hundred years. Council of Labor Affairs domesticates it and named Tai-Ger project. It is hoped by thronging dual system to make students learn academic education and also do real work in working environment. In other words, Council of Labor Affairs hopes our students study for the purpose of application. The aim in this research understands the features of Taiwan and Germany dual system education for boosting future dual education. Firstly, study in dual system education. Secondly, research the feature of dual system education. Thirdly, it compares the differences and similar of dual system education between Taiwan and Germany. Finally, by German hundreds years experiences in dual system education, provide suggestions for Taiwanese future dual system education. Also provide more developments for future researching. |
