民眾參與公共議題是全球性的必然趨勢,而這與服務科學強調以人為本進行服務設計,並將服務使用者(民眾)納入服務提供者(政府)的服務系統中,讓使用者一併參與服務設計的概念不謀而合。本文參酌服務科學方法與流程,以台中市后溪底排水為案例,於2014年起陸續邀集關心排水生態的專家討論,復於2015~2016年廣邀NGO、專家學者、專業職人等,辦理廣泛的民眾參與生態保育訪談、分享、工作坊、現地體驗、自主調查、速簡評估操作及監測,嘗試在服務設計標準化流程中,更有系統的進行民眾參與,期在公私互動過程中,逐步尋找民眾、NGO與政府共同創造彼此價值的契機,並將試行案例的區域排水生態保育成果及民眾參與經驗,套用到推動案例,減少後續區排環境營造及生態保育民眾參與推動的整備工作及時間。 |
英文摘要 |
Public participation is regarded as a way of empowerment and as important part of governance, particularly in democracies. It also has become to be seen as a vital part of addressing environmental problems and bringing about sustainable development, and has been enshrined in the Rio Declaration. However, the main source of complexity in public participation is its people: the client, the provider, or other organizations. All of them and theirs's interactions construct a complex service system. In this system, the service provider and service users could be the government and local people, expert and organizations, separately. Services science may be one potential solution to improve the process of public participation, which an interdisciplinary approach to the study, design, and implementation of services systems. With strongly interactions between civils' daily life and ecological conservation of regional drainages, service science methods and theories from a range of disciplines could assist government to together government, civil, organizations, and technologies co-create value, and then promote efficiency and benefits of public participation. Thus, this paper takes Hou-si-di Drainage in Taichung as example, by applied services design technique to public participation process, it is easier to systematize and standardize the participation process. In addition, co-creating services values enhance the willing for each participant in this public participation and strengthen the benefits of drainage environment. Through joint effort of the government and scientists in collaboration with the public, better governance of environment is expected to be achieved by making the most appropriate decision possible. This practice is a good service design model of public-private collaboration and could be used for future public participation for ecological conservation of regional drainages. |
