水土保持局臺東分局為考量水保工程特性及符合職業安全的施工友善環境,認為現階段貨櫃模組化開發,是較能達成符合基本需求之工務所建置目標。而本文就治理工區特性進行說明,瞭解大多數野溪工程案例之環境限制,進而協助開發以貨櫃屋為發想單元進行工務所模組化設計,且透由現地實務建置試辦,建立以貨櫃為主體之「可移動式工務所」基本配備與排列組合樣式,提供予各單位做為參考。結果顯示,以進階型雙貨櫃建置,而所花費的總金額係為裝備採最大化之狀況佈設,如廠商以各案分攤方式辦理或分局在預算編列時採貨櫃租用型式辦理,廠商的意願相對會提高許多。而貨櫃型工務所的設置,均可依工程規模、職安需求及腹地大小等要素,擴充或縮減其功能,核實編列所內之基本配備預算;未來也可以朝向智能型之軟體設備發展,及針對工務所之硬體進行修正研發。然本分局做為台東地區土石流防災主管機關,在颱洪來襲時,常需針對轄區野溪進行勘查與警戒。如轄區內之年度工程工務所均設有CCTV設備,可介接將工區現場野溪畫面狀況回傳入分局內部,做為防災應變小組防汛準備之資訊判讀運用,而移動式工務所於颱洪期間則成為防災監測單元,使分局土石流應變中心多一項防災利器。 |

Due to the consideration of the characters for soil and water conservation engineering and the occupational safety and health, the Taitung Branch (Soil and Water Conservation Bureau, SWCB) believes that the development of modularized container for engineering workstation can reach the basic requirements. The paper presents that the container as the module unit around torrent engineering with occupational safety concepts built as a movable workstation. The result shows that with the advanced dual containers costs almost NTD 1,670,000. That cost means the maximized facilities for the movable container. Nonetheless, if the construction companies could share the container building expenses for plentiful engineering areas, and then the building expenses can cost down. In addition, the Bureau could edit budget with taking a lease for containers in order to promote the aspiration in setting up the movable container workstation to the construction companies. For the installing point for attention, the budget could be expanded/reduced on the scale of engineering, the demands of occupational safety and the limitation of working area. The software development for intelligence facilities and the hardware development for the outside box of containers both could proceed in the future. The Taitung Branch (SWCB) as the duty institution takes investigating debris flow and warning action during the typhoon season in Taitung. Therefore, if the movable container workstations are setting around the Taitung area, then each CCTV can pass the transmissions into the Debris Flow Disaster Prevention Center. The Center could have more weapons to prevent the disaster in advance. |
