一項新的產業,尤其是新的高科技產業的建構,需要歷經一段非常複雜與耗時的發展過程,台灣發展高科技產業—半導體產業的發展過程,則是充分地驗證此項論點。本研究之主要研究目的在於探討與檢驗研究機構在開發中國家,在推動建構高科技產業的發展過程中所扮演之角色與重要性,並以台灣工研院(Industrial Technology Research Institute, ITRI)為研究案例。在推動台灣半導體產業發展之過程中,工研院總計耗費二十年的時間,經歷一段長期與複雜的產業發展過程,來完成政府所託付之技術開發與發展之任務。工研院主要歷經三項技術發展階段:第一階段為技術引進期、第二階段為技術擴散期,以及第三階段為技術成熟期。本文則基於一產業長期發展的觀點,以此三階段作為一概念性的研究架構,來探討工研院在執行台灣政府所賦予建構台灣半導體產業技術之任務上,所實施的產業發展策略與作法,作為各項研究構面來進行本文主題之研究,以彰顯產業研究機構在提升國家產業技術升級上所展現之重要性與貢獻性。本研究亦討論若干政策意涵。

英文摘要

Developing a new industry, particularly a new high technology industry would significantly comprise a complex and time-consuming process. The developmental process of the semiconductor industry in Taiwan truly evidences this notion. The primary objective of the present study is to explore and examine the pivotal role and the importance of a public research institute that has played developing a high technology industry in a newly industrializing country of Taiwan. The organization of the Industrial Technology Research Institute (ITRI) of Taiwan is taken as the study case for the research analysis. Overall, ITRI had spent exactly twenty years in developing the autonomous technological capabilities of Taiwan's semiconductor industry, and as such had accomplished this mission from the government. In general, the technological development process of Taiwan's semiconductor industry could be identified and separated into three stages, including technology learning, technology diffusion, and technology maturation. Based on a long-term perspective, the present study takes the three-stage as a conceptual research framework to investigate and discuss the strategies and approaches adopted by ITRI in developing the semiconductor industry. Ultimately, the present study is endeavored to shed light on the significance and contribution of a public research institute–ITRI for its efforts to develop and advance the growth of the high technology industry in Taiwan. The managerial and policy implications are discussed.
