一般開發行為之環境衝擊影響評估可以從下面向進行探討分析:物理及化學環境、生態環境、社會經濟環境、文化環境等。本研究透過國外文獻回顧以及國內相關風力發電計畫環境影響評估書件等資料之收集,用以分析風力發電設施可能產生之衝擊影響面向,可作為日後類似開發行為範疇界定時參考。此外,本研究以桃園大園觀音海岸地區所設置之風力發電機組進行實際個案研究,分析探討其可能造成之影響衝擊面向,並針對最主要關切之面向:噪音進行實際量測分析。雖然噪音監測值多數符合環境署所訂定之環境音量標準;卻也發現風機運作時確實會使低頻噪音增加,如何減低這類低頻噪音對居民生活之干擾與影響實為重要。 |
英文摘要 |
In general, several important categories such as physical, chemical, and ecological environment, social and economic sector, and culture environment should be identified and assessed in the project's environmental impact assessment (EIA). The main purpose of this study is to investigate the significant negative impacts of a wind energy project through literature review. In recent years, there has been a spectacular increase in wind power installations worldwide. Wind energy, commonly recognized to be a clean and environmentally friendly renewable energy resource that can reduce our dependency on fossil fuels, has developed rapidly. However, there are potential environmental impacts due to the installation and operation of the wind turbines that cannot be ignored. According to the findings of the case study in Dayuan-Guanyin coastal areas of Taoyuan County, the most significant negative impacts of a wind energy project are the wildlife (birds), noise and visual impact. In particular, the low frequency noise has increased when wind turbines in operation; hence, some strategies should be proposed to reduce such noise pollution. |
