天然災害發生時，容易造成心理衝擊，若事前心理懈怠，更容易因準備不足，造成災害擴大。因此，致力於觀光遊憩發展的同時，是否有注意到「這裡曾經發生過災害」，這是值得我們深思的。災害為人類活動與地球環境的事件間交互作用所產生的生命財產損失。因此當注重經濟的快速發展時，也使得環境產生了些負面的影響。本研究希望透過谷關地區的研究，瞭解什麼樣的觀光旅遊時機選擇與環境辨識，才是正確看待過去曾經發生過災害地區的旅遊方式。透過文獻回顧、現地踏察與觀光客災害識覺之問卷進行相關探討。本研究提出：觀光旅遊發展與災害風險識覺之旅遊概念必須透過環境特性、旅遊人數與災害史相互作用進行評估的觀光旅遊方式。

Natural disasters often cause psychological problems. What's even worse, with the neglect of the possible disasters, the situation gets worse due to the lack of preparation. Therefore, when we are devoted to the development of tourism in a certain area, we should ask: have any kind of natural disasters ever happened here? Disasters, which cause the loss of lives and property, are the result of the interaction of human activities with the natural events. We cast a shadow on the environment we live in as trying to achieve rapid economic growth, so to speak. Through the study in Gu-Guan area, the essay is made to shed a light on the proper timing and understanding of the environment to visit the place that once destroyed by natural disasters. To get a closer examination, three steps had made: looking up the records, having a field trip, and applying hazard perception questionnaire for tourists. In brief, this study reflects the fact that to evaluate whether a place can develop tourism or not, the interaction of the environment characteristics, the number of tourists, and the disaster history should be put into consideration.
