風險概念已漸被考量於坡地災害之評估與分級管理之作為,坡地災害的風險為潛在災害事件之發生潛勢及其發生之後果的綜合評估值,風險評估結果為量化之風險值或風險指標,並能以其進行風險排序或分級管理。臺北市於2013年至2015年期間推動轄內易致災邊坡風險評估及分級管理工作,針對淺層崩塌、落石、弧形滑動、平面型滑動等四類常見之山坡地地質災害類型進行相對風險評分及風險分級管理,其標的為2,585處山崩及地滑潛勢區。本文說明風險評估的程序與方法、相關的資料萃取分析及現地調查工作,風險準則之採用及分級成果、分級後之處置作為亦提供說明,所產出之邊坡風險圖冊可利於邊坡的管理工作、風險溝通及防災宣導使用。

英文摘要

It is an emerging trend to carry out risk based assessment and management for slope disasters. The risk for a potential slope disaster takes consideration both the probability of the hazard and the consequence should it happen. The result of the risk assessment for a slope is a risk value or risk index. The relative risk value of slopes in a designated zone can be used for prioritization of treatment order or for management of slope in groups considering level of significance. An initiative had been implemented from 2013 to 2015 for risk-based management of natural slopes in Taipei City. Risk assessment was carried out on 2,585 susceptible slopes with hazard potential either in the types of shallow landslide, fall, deep-seated landslide, or plane slide. A scoring system was developed for risk assessment. In this paper, characteristics of natural slopes in Taipei City are first presented and procedures for risk assessment of these slopes are given in some details. Factors considered in the risk scoring system also are discussed. Risk criteria for grouping of slopes need to be developed pertaining to the scoring results. Approaches for developing rational risk criteria are given. A risk-based system was developed for management of natural slopes in Taipei. In addition, risk maps for slopes required of high attention were produced for disaster management.
