某宗教團體老舊教堂的拆除興建工程,這些年都是採用傳統的採購發包模式。也就是業主向建築師提出相關資料與基本需求,由建築師做初步的設計符合業主需求,再經過無數次的開會討論完成細部設計後發包,但在人力不足及專業的欠缺下,的確延宕及浪費了許多的時間與成本。因此,希望藉由本文探討目前正在施工的個案,以及統包相關法令的說明與介紹,以利於未來興建工程的統包策略規劃。經過探討結果顯示,統包方式對業主而言有許多的優點,如採行設計與施工重疊作業,可免除設計與施工間相互推諉責任的困擾,並整合設計與施工上的歧見,進而降低協調的冗長程序、縮短作業時間、確保及提升工程品質、減少工程管理人力及責任、降低工程成本、減少工程災害等,是解決傳統工程模式的最佳方式。 |
