近年來，國軍各單位因組織人力調整，工程人員大幅減少，為因應人力上之不足，故採採用「機關委託技術服務廠商評選及計費辦法」辦理工程設計、規畫及監造等相關服務，惟發現成效並沒有較預期的好，故本研究探討機關委託服務技術廠商辦理營造工程專案之風險因子探討，藉以發展風險程度之評估模式，並依風險程度採取預防措施。本研究首先利用文獻蒐集及專家問卷方式建立工程專案之風險因子，並應用修正式德菲法來進行風險構面篩選，並運用層級分析法來決定風險因子相對應之權重值，最後建立風險預防措施建議表，提供相關從事人員參考及運用。

In this study, we first use the literature collection and expert questionnaire to establish the risk factors of the project project, and apply the modified Delphi method to carry out risk facet screening, and use the hierarchical analysis method to determine the risk factor corresponding to the weight value, and finally establish risk prevention Measures to advise the table, to provide military engineering personnel engaged in reference and use.
