2011年東日本大地震引發巨大海嘯,造成超過18,000人死亡及失蹤,引起國人高度關注。面臨海嘯災害之威脅,若能經由海嘯模擬掌握海嘯災害潛勢地區,預先研擬疏散避難計畫並落實執行,則有助於減少海嘯造成之人員傷亡。國內已有學者提出海嘯模擬結果,部分縣市已於地區災害防救計畫增訂海嘯防災對策之專門章節,但仍有許多縣市於研擬海嘯防災計畫時缺乏可供參考之海嘯災害潛勢資料。因此,本研究根據科技部(原國科會)補助研究計畫之海嘯溢淹模擬成果,加值處理產製臺灣本島15縣市海嘯溢淹潛勢圖。並且對於如何運用海嘯溢淹潛勢相關圖資進行海嘯疏散避難規劃,研提考慮要項及操作步驟之建議,及相關配套措施與注意事項。研究成果已提供內政部及地方政府,可協助地方政府掌握海嘯災害潛勢地區,研擬海嘯疏散避難計畫及防災對策,防護人民生命安全。 |
英文摘要 |
The tremendous tsunami induced by Tohoku earthquake in Japan caused over 18,000 deaths and missing in 2011 and it drew considerable attention of Taiwanese people. For the threat of a tsunami event, if we can know the tsunami potentially affected areas from tsunami simulations and draw evacuation plans as well as deployment in practice, the casualties may be reduced. Some scholars have completed tsunami simulation and some local governments have amended specific characters or sections for tsunami disaster prevention in the Local Disaster Prevention and Rescue Plan. However, many local governments need tsunami disaster potential data to draw their Local Disaster Prevention and Rescue Plan. Therefore, we use tsunami simulation results of a research project from the Ministry of Science and Technology (former National Science Council) to produce tsunami potential maps for 15 counties/cities in Taiwan. We also organize major tasks, operation steps, and associated measures should be considered in tsunami evacuation planning using tsunami potential data. The research results have submitted to the Department of Interior and local governments in Taiwan. They may be helpful for local governments to get tsunami potential areas and establish tsunami evacuation plans and disaster prevention policy to protect people's lives. |
