隨著氣候變遷的加劇,所面臨的旱澇挑戰也更嚴苛,臺灣在產業型態轉型用水結構已由用水粗放之農業用水,逐漸增加偏重於缺水忍受度低之民生及工業用水,一旦氣候稍不穩定,降雨不如預期,則供水穩定度降低,進而發生供水缺口,造成民眾恐慌及社會經濟損失。必須採取旱災應變管理手段,除收集相關氣象水文資料建立水資源預警指標,並必須為掌握水資源供需情勢,採取日日監看、旬旬檢討,依據不同旱災等級建置水情燈號,實施限水措施必須檢驗、回饋,並做檢討調整,另必須提前告知民眾、產業共同採取節水措施因應。2014 年9 月至2015 年5 月,臺灣遭逢大旱,除依據「旱災災害防救業務計畫」辦理抗旱作業,並採取動態調整措施,確實達到減少災害發生損失之目標。 |
英文摘要 |
As climate change intensifies, the challenges of droughts are more demanding. Water use structure patterns in Taiwan is on the transition from the extensive agricultural water use changing to the low dry endurable life and industrial water use. Once a little unexpected climate, as rainfall less than expected, the lower stability of water supply or shortage of water will cause people to panic and socio-economic losses. It’s necessary to take drought contingency management tools, in addition to the collection of relevant meteorological and hydrological data to establish early warning indicators of water resources, and water supply and demand situation must be mastered to take daily monitoring and constantly review. Depending on graded hydrological drought lights, different water restriction measures are implemented and all must be verified, feedback, review and make adjustments. Also all related people must be informed in advance and jointly adopt water-saving measures in response. September 2014 to May 2015, Taiwan was hit by a severe drought. Except in accordance with Drought Disaster Reduction Business Plan to handle the drought, and take dynamic adjustment measures, indeed reach the goal of reducing disaster loss. |
