本研究以雲林科技大學水土資源及防災科技研究中心(以下簡稱雲科大)為例,說明如何執行地方政府之災害情資研判工作。為執行此項工作,雲科大依照與情資研判相關之任務屬性將內部人力分為三組,包括應變中心進駐組、公所訪視組、內部人力組,同步協助三個縣市政府之應變工作。近年雲科大參與之地方災害應變中心類型多以颱風居多,其次為水災,因此本文舉2016 年梅姬颱風以及2017 年0601 豪雨為例,說明應變時序與情資研判內容,其中情資研判內容包括氣象資訊解讀與災害潛勢分析或災情預測等,而根據雲科大近年擔任防災深耕計畫協力機構經驗,此類型機構若能與地方政府保有一定程度通暢之聯繫管道,將可提升對地方災害之掌握。 |
英文摘要 |
This study is to discuss the mission and function of an assisting institution which executes disasters response information for local governments. As an assisting institution of Changhua County, Yunlin County, and Chiayi City, the Research Center for Soil & Water Resources and Natural Disaster Prevention, National Yunlin University of Science and Technology divides three groups with different missions to march into the county/city government emergency operation centers, visit township offices, and collect weather data in their own office simultaneously while these local governments start the mechanism to response disasters. Take the examples of Typhoon MEGI in September 2016 and flood in June 2017, the Research Center provided weather information and predicted follow-up precipitation and disasters affection. Because the weather information obtained from central government institutions is national scale, the assisting institution would transfer it to local scale. More accurate the local information is, more effective the response strategy will be. According to the experience of the Research Center, if a disaster prevention assisting institution can communicate with local governments smoothly during disasters attacking period, the damaged condition would be known well too. |
