臺灣位於西太平洋颱風帶及環太平洋地震帶上,時常遭遇天然災害的摧殘,如乾旱、梅雨、颱風及地震等自然災害,此些災害往往造成一些生命及財產的損失。彰化縣為臺灣除直轄市外之人口第一多的縣市,有「臺灣米倉」之稱,然因非為六都之列,災害防救資訊人才與技術較為匱乏。本研究透過蒐集彰化縣內各歷史災害資料,進行貼切於農損、淹水災害、地震災害、土壤液化、建物倒塌等五大類別地方災害特性之科學研究。具體而言,本研究針對農損運用無人機進行快速大面積之農業災損分析;淹水災害探討運用網路聲量合理推求淹水時間點。針對地震災害所帶來的建物共振、土壤液化、救災道路受阻情形等,分別進行瞭解建物是否因自然週期相近而導致共振;土壤液化方面則探討其液化所導致之建物沉陷量;以及震後是否因為建物倒塌,而導致道路失去救災或物資運輸之功能進行探討。本研究最終目的為藉由深入瞭解彰化縣地方災害特性,落實防減災科技之應用,建置地方災害基礎資料,期許能配合災害防救科技的研發,提前分析災害變化和風險,做出最即時適切的處置,達成良好有效率的災害管理,降低災害衝擊。 |
英文摘要 |
Taiwan is located in the western Pacific typhoon belt and the Pacific Rim seismic belt, which is often destroyed by natural disasters such as the plum rain, typhoon, and earthquakes. Those natural disasters will inevitably affect the properties and life of citizens. Changhua County, the most populous county in Taiwan, is vulnerable in terms of its disaster coping capability with limited disaster prevention professionals and techniques. Major subjects of the present project cover disaster researches and disaster information integration such as using UAV judges agricultural damaged area, the resonance of buildings due to similar earthquake frequency, building subsidence caused by soil liquefaction, and whether the road has lost the function of disaster relief or material transportation due to the collapse of the building after the earthquake. Eventually, this project would benefit the overall understanding of the characteristics of the disaster of Changhua County and a complete disaster database will be accomplished to provide necessary disaster information for future disaster management and reduce the disaster impacts. |
