花蓮港因東臨遼闊的太平洋,常颱風未至,湧浪(長浪)先行到港,致港內波浪不靜穩,臺灣港務股份有限公司花蓮港務分公司依港域實際波高情形,發布船舶避湧作業通知,爰花蓮港防颱避湧作業機制之啟動,主要受颱風前後引起之長浪及港域內波浪震盪為主。本研究參閱花蓮港務分公司防颱避湧實務操作資料,分析海神、閃電及舒力基三場颱風期間之港內、外示性波浪及長浪變化,在三場颱風期間,船舶出港避湧時之港外長浪波高分別為2.44m、1.87m及1.92m,港外長浪預警波高指標建議訂為2m,另整合花蓮港海象觀測、模擬預測及港內靜穩觀測等資訊,設計「花蓮港區靜穩展示頁面」即時展示,提供花蓮港務分公司做為防災應變、船舶進出管理決策支援。 |

Hualien Port is facing the vast Pacific Ocean to the east, and swells arrive before the port due to frequent typhoons, causing unstable waves in the port. The port of Hualien, Taiwan International Ports Corporation, Ltd company (hereinafter referred to as "The Hualien Port company") issues notices for ships avoidance operations based on actual wave heights. Therefore, the mechanism of the anti-typhoon and surge-avoiding operation of Hualien Port is mainly due to the long waves caused by typhoons and harbor oscillation. This study discussed the changes in waves inside and outside of port during the HAISHEN, ATSANI, and SURIGAE typhoons period by referring to the practical operation of typhoon prevention and surge avoidance of the Hualien Port company. Analyzing the three typhoon events, the heights of long waves outside the port when the ships leave the port are respectively 2.44 m, 1.87 m, and 1.92 m. The warning index of long wave height outside the port is set as 2 m. Furthermore, the information of meteo-oceanographic observation, simulation, prediction and tranquility observation in the Hualien Harbor are integrated and show on "The Hualien Port Tranquility Analysis Display Webpage." It provides The Hualien Port company with disaster prevention and response, and decision-making support for ships entry and exit management. |
