防災士制度及企業防災均是內政部消防署「災害防救深耕第3期計畫」主要目標之一，目前著重於社區防災的推動，未來應強化防災士職能，使其能夠協助企業推動防災整備措施，以減低災害對社會的衝擊。本研究運用文獻回顧歸納出六大「防災士職能」內涵，以問卷調查方式，探討未來防災士職能發展。研究結果發現，非管理職人員對於各防災士職能與課程重視程度高，管理職人員對於以防災士制度協助企業推動防災整備事項態度保守；災害防救知識與技能為防災士培訓課程的基礎要件，緊急應變能力及溝通協調能力的發展影響防災士推廣與諮詢能力。本研究建議政府在規劃防災士培訓課程時，應依受訓學員特性辦理專門的培訓課程，以提升防災士應用於企業防災之效益。

Taiwan disaster relief volunteer corps system and corporate disaster prevention are the targets of the "Disaster Prevention and Protection 3rd Project," sponsored by National Fire Agency, Ministry of the Interior. If we could strengthen the function of Taiwan disaster relief volunteer corps, they will be able to assist enterprises to promote disaster prevention and preparation. After that, lessen the impact of disasters toward the society. This study review relevant literature and generalize 6 function of Taiwan disaster relief volunteer corps. Questionnaire surveys were formulated and to figure out how to regulate the training courses of Taiwan disaster relief volunteer corps. The results show basic level employees consider all function of Taiwan disaster relief volunteer corps and the training courses, as those who are management have a conservative attitude on the contrary; the knowledge and skills of disaster prevention and response is the basic course of all training courses, and the development of the ability of emergency response and communication and coordination will affect the ability of promotion and consultation. It is recommended that when government are regulating the training courses of Taiwan disaster relief volunteer corps, they should hold different kinds of advanced courses for all kinds of business or trainees in order to improve the effectiveness of Taiwan disaster relief volunteer corps in corporate disaster prevention.
