災害心理(disaster psychology)與行為不斷互動,判斷與行動進而再形塑每一個新的狀態。災害心理隱喻「災害威脅之心理準備」(psychological preparedness for disaster threat),是集體心理韌性的根基。本文聚焦在檢閱災害心理的理論內涵,並輔以「知、情、意、行」的團體歷程,探討災害心理與團體歷程可以如何孕育「料想中管理」的想法、經驗、面對勇氣及意志、行動的韌性等,是否及如何影響災防整備之融合與加乘關係。本文「災害威脅之心理準備」問卷設計如附錄。本文分析架構主要整理自「國際風險治理委員會」(International Risk Governance Councial, IRGC)的風險治理框架(Florin & Bürkler, 2017; IRGC, 2005),該分析架構可以呈現多元行動者如何檢視風險、如何評量風險、區域環境特徵與個人能力是否帶來影響,以及如何進行風險整備或管理,從中可以探究災害心理是否影響我們的風險意識與風險整備。本文以在臺北市社子島福安里進行的工作坊為例,初步分析前後側的結果,初探災害心理與災防團體歷程對災害整備的可能影響。此外,透過參加工作坊教具、全程帶領、事後檢討的8位在職同學及研究助理的回饋意見及建議,提供後續施測的參考,這部分資料相當罕見具實作調研參考。

英文摘要

Disaster psychology and behavior are in constant interaction, with judgment and action shaping each new state. The metaphor of "psychological preparedness for disaster threat" serves as the foundation for collective psychological resilience. This article aims to examine the theoretical implications of disaster psychology, supplemented by the "knowledge, emotion, intention, action" group process. It explores how disaster psychology and group processes can give rise to concepts such as "expected management," courage in the face of adversity, determination, and resilience in action. Additionally, it seeks to understand whether and how these factors influence the integration of disaster prevention and preparedness, potentially amplifying their relationship. This analytical framework can illustrate how various stakeholders perceive risks, how they assess these risks, whether regional environmental factors and individual abilities play a role, and how they prepare for risk management. Through this framework, we can investigate whether disaster psychology influences our awareness of and readiness for risks. This article uses the workshop conducted in Fu'anli, Shezi Island, Taipei City as a case study. It conducts a preliminary analysis of the results before and after the workshop, exploring the potential impact of disaster psychology and disaster prevention group processes on disaster preparedness. Additionally, the feedback and suggestions from eight working students and research assistants who actively participated in the workshop, led the process, and later reviewed it, provide a valuable reference for subsequent testing. This information is relatively scarce and can serve as a useful resource for practical research.
