Massive open online courses (MOOCs) have become pervasively popular with education and training fields throughout the world. To keep up with open education and e-learning fads, government specialists in charge of talent development need system changes to come up with a more adaptive, efficient and effective lifelong learning strategy to meet all public servants' professional development needs. This paper draws on research findings from both a review of the literature related to MOOCs development in various contexts and analyses of interviews with experts specialized in public sector training and e-learning to explore possibilities for MOOCs in the training and development of government employees in Taiwan. In addition, key issues required of consideration while incorporating MOOCs into the existing training and development system of public sector are addressed.

巨型線上開放課程,簡稱磨課師,已成為全球教育界與人力資源培訓領域熱切關注的焦點,最主要是因為磨課師具有開放教育之特性所造成的學習市場劇變。在臺灣,隨著磨課師的啟動發展之際,本研究針對臺灣公部門培訓整合磨課師運用的可能性及其相關考量加以探究;透過國內外文獻與次級資料的內容分析,參酌國際經驗,並對專長於臺灣公部門人力培訓發展和數位學習等產、官、學界專家學者,進行焦點團體與個別的半結構式深入訪談,藉綜整不同觀點與意見分析所得,探討磨課師運用於臺灣公部門人力培訓之可能性並提出實務應用時之參酌要點。依整體研究所得,受訪專家們對於磨課師運用在公部門人力培訓的可行性相當一致地同感樂觀,而磨課師的學習時數或認證、學習地圖、線上學習評量設計或開放教育特性的影響等,則為後續規劃及推展磨課師培訓方案時應深加考量之重點。
