Around 50,000 bird strikes on civil aviation aircraft are recorded worldwide every year, with 11 percent affecting the flight safety. Therefore aviation safety ought to be emphasized on the action of the birds around airports in the future. In addition, the domestic researches are lack of bird strike issue. This research will establishes an evaluation of bird hazard, that reduces bird strike events in airports. This research bases on reducing bird strikes to increase airport safety, and applies to expert questionnaires for the important of the strategies. Our proposed model integrates fuzzy Delphi method, the Analytical Hierarchy Process (AHP), and Grey Integer Programming (GIP). In addition, the application of the proposed methodology is illustrated through Kaohsiung International Airport. We give some results in this research. First of all, the findings suggest twelve strategies to reduce bird strikes, and the first six strategies are "management of environment and race pigeons culturist around airport", "research on land and facilities used around airport", "establishment of bird monitoring database", "habitat management", "set up new equations to drive out birds", and "grass management in airport". Secondly, the simulation results find that human resources and finance affect the strategies selection. Therefore, government agents need to find some effective mechanisms to monitor and educate people for their ways of raising/training pigeons for racing purposed. Airport managers should also consider allocating resources more efficiently and effectively. Finally, the theoretical and practical implications of the research on bird strikes for the administration of airports are discussed.
