本研究利用質性後設分析之研究方法統計近十年ASC(飛航安全調查委員會)跑道衝出調查報告,將機場、天氣狀況、進場狀況、操作狀況加以分類,研判飛機衝出跑道或偏離跑道之原因。研究發現不穩定進場為肇生跑道衝出關鍵之主要因素,且造成不穩定進場之原因為「未保持跑道中心線」、「超出正常著陸區」、「能見度低、天氣突變」、「不符合下降計畫」、「低風切」、「導航設備異常」,其他因素則涉及未遵守標準操作程序、未重飛、疲倦及工作負荷重等。緣此,本研究提出預防不穩定進場避免跑道偏離及跑道衝出之建議有:(一)發現不穩定進場均須執行根本原因分析;(二)遵守S.O.P.;(三)更嚴格之訓練標準;(四)警覺不穩定進場條件;(五)改進不穩定進場警覺。

英文摘要

This study investigated possible causes led to runway excursion via meta-analysis research method. The samples were collected from the accident investigation reports from 2005 to 2015 issued by Aviation Safety Council in Taiwan. The results found factors of unstabilized approach including "not in glide path/slope", "landing fast, landing long", "low visibility, weather changes", "not following procedures", "wind shear", "failed to go-around", "fatigue", "over work-load", etc. This study suggested: 1) Conducting root cause analysis, 2) Following S.O.P., 3) Setting stricter standards, 4) Aware of unstabilized approach, 5) Improving awareness of unstabilized approach.
