進入21世紀以來，影響國際關係的五大變數已然成形，即國際關係經貿化、世界經濟區塊化、中國崛起、中美兩強競合與南北國家經濟競合。在這些變數的衝擊下，韓國早在金大中時代即已向中印度做為南韓出口新興市場的主要市場。盧武鉉總統時即已積極與印度洽簽自由貿易協定（Free Trade Agreement, FTA）韓印關係因而愈趨緊密。李明博就任韓國總統，為因應全球金融危機，在2009年3月發表新亞洲外交構想，擴大與加強泛亞洲地區的合作，因而使印度在韓國經貿外交的重要性大為提升。同年8月兩國即簽署全面經濟夥伴協議（CEPA）。本計畫主旨在探討21世紀的韓印關係，尤其聚焦於CEPA，首先將剖析韓國自由貿易協定策略的演變、李明博政府的自由貿易協定策略與外交戰略以及二者對韓國印度政策的意義；繼而討論韓國與印度簽署CEPA的動機與目的，論評CEPA生效後對兩國經貿的衝擊及韓國企業在印度行銷的策略、佈局與未來展望，終而評估當前台商的因應策略。
