Status Quo of Taiwan and South Korea's Tourism Development and the Issues They Face

In recent years, the Taiwanese government has been pushing for the development of the tourism industry. During this time, incoming foreign travelers to Taiwan have continued to grow, eclipsing 10 million persons for two years in a row. Since the new government has taken office, the number of Chinese travelers to Taiwan have noticeably declined due to the influence of several non-economic factors. To rejuvenate the development of the tourism industry, the Taiwanese government have actively planned and promoted various response measures such as diversifying the market, improving tourism products, and continuing to bolster the quality of the tourism and service industries. Neighboring Korea has also taken an aggressive approach to implementing policy in the development of the tourism industry. While a target of 16 million incoming foreign travelers had been set for 2017, Korea was able to reach that target ahead of schedule in 2016, with over 17.24 million travelers for the year. The topic of the present paper is to first provide a general analysis of the current state of tourism and government policy, then explore the effectiveness of and issues facing tourism policy implementation in both Taiwan and Korea. The paper will analyze the current trend of increasing number of Korean tourists coming to Taiwan to understand the future direction of the Taiwanese tourism industry as well as dissecting the policy, implementation, and result of promoting tourism in neighboring Korea. The paper will also discuss ways to respond to the issues facing the promotion of the tourism industry in hopes of providing recommendations for the relevant agencies.
