朝美無核化對話自2019年2月越南「川金二會」後陷入停滯僵局，美國現任拜登（Joe Biden）政府自2021年2月以來即不斷釋放出願與北韓進行對話的訊息，並強調對話的「主動權在平壤」。金正恩則於勞動黨第八屆中央委員會第三次全體會議上表示，將靈活應對變化的局勢，做好「對話」和「對抗」的準備。本文以美中戰略競爭架構為背景，評估北韓對美「無核化」談判對話的內部環境與外在情勢，探討金正恩審酌美國提出「無核化」協商的決策考量，以及可能採取的回應舉措與挑戰。

U.S.-N.K. Denuclearization Negotiation has been stuck in deadlock since second Trump-Kim summit at Vietnam in 2019 February, however, U.S. Biden administration has kept releasing the message for dialogue with North Korea from 2021 February and emphasized that Pyongyang have the initiative for dialogue. On the other side, Kim Jong-un made his expression at the third enlarged meeting of the political bureau of the 8^(th) Central Committee of the Workers' Party of Korea (WPK) that he would take advantage of changing situation and has made the preparation of confrontation and dialogue. The paper takes the U.S.-China strategic competition structure as the background to evaluate North Korea's internal environment and external situation on denuclearization negotiation with the United States, and then analyze Kim Jong-un's consideration and deliberation for it and following possible responses and challenges.
