2021年起,臺灣因COVID-19疫情進入全國第三級警戒,首當其衝者除餐飲業與旅宿業,亦有戶外教育工作者受到影響。因禁止戶外群聚,造成戶外場域之教育產業工作者面臨諸多困境,如時間安排、工作型態調整與收入減少。本研究以疫情警戒下所面臨的挑戰與應變措施為研究目的,採用質性深度訪談七位戶外教育工作者,分析訪談資料,探討受訪者們面對之困境與應對之策略辦法。結論發現受訪者們均受疫情影響收入降低、無法符合政府受補助資格、生計受影響,研究對象除因應三級警戒期間將戶外課程轉型為線上課程、自我充實與經營家庭關係之外,也重新審視自己戶外教育工作者的身份及轉型。因此針對結論,研究建議設立證照制度參考以利政府審查身份,或是成熟的風險管理以對應類似情形。

英文摘要

Taiwan has been put into the National level-3 alert for COVID-19 pandemic. It has impacted not only the travel and food industries, but also the outdoor industry. Due to the prohibition of gathering in outdoors, the outdoor educators were significantly facing lots of difficulties, including changing of time schedule, modifying the patterns of work, and reducing incomes. This article is to understand the challenges and strategies on outdoor educators under this circumstances. Adopting the qualitative research method - in-depth interview, to interview 7 outdoor educators, in order to analyse the strategies and challenges. In conclusion, all of the subjects were facing reduced income, cannot apply for the subsidy, and hard to make-living as challenges. On the other hand, some subjects were transferring their work on-line, taking advanced studies, managing family relations, and re-considering their roles in outdoor education industry as strategies. According to the conclusions, the researchers recommend the government should proceed to develop the proper certification system to identify the new career type as outdoor educators or have more mature policies on risk management to response the similar situation in the future.
