本研究旨在探討面對企業轉型及全球不景氣之影響,青少年求職的困難度隨之增加,使得政府正視人力市場供需失去平衡之情形,自98年起教育部推動培育優質人力促進就業計畫,由青輔會爭取名額,補助另一個就業市場『非營利事業單位』,期望藉由本次機會讓非營利單位增加青年人力資源,鑑於該方案不但鼓勵青年投入非營利組織服務,並為青年開拓職涯選擇的新領域。 本研究採質性研究方法中之個案研究法,以立意取樣選擇五組參與本計劃之非營利組織及其任用之實習員作為研究對象,透過深度訪談來蒐集資料。得到以下結論: 非營利組織留用規劃多以單位之財務結構影響為最大,而實習員表現為次之﹔實習員在學專長則與單位提供之職務多為無相關﹔實習員雖留任意願大但職涯規劃以求學專長為主,興趣為輔,最後則以妥協於現實而決定。 |
英文摘要 |
The current economic climate and subsequent corporate restructuring necessitated by the global recession has negatively impacted employment prospects, and their attending educational opportunities, for young workers. We examine ways in which the government can address the situation, specifically by encouraging employment at non-profit institutions, so as to maintain the development of human capital in Taiwan's workforce. Since 98 the Ministry of Education has sought to promote a high-quality workforce by encouraging the early employment of young workers, primarily through a scheme of quotas and subsidies. This policy has done much to increase the human capital of Taiwan's labor force. Now that economic forces have lead to a much greater supply of young works than there is demand to accommodate them, the Ministry of Education should expand its efforts towards placement of young workers in non-profit institutions. Extending the Ministry's efforts to non-profit institutions will broaden the experiences and opportunities of young workers to create a greater supply of more varied human capital. Using a qualitative research method, this study collected data by conducting in-depth interviews of interns at five non-profit institutions. From this we reached the following conclusions: When considering whether to remain with a non-profit institution, interns first weight the financial impact of the decision and secondly their specific job functions; The experiences of inters at non-profit institutions were wholly different from those they gained in the educational system; Although interns wished to remain with the non-profit, they placed greater importance on the continuation of their studies and on working in a field related to their education, ultimately making their future employment decisions based on these factors. |
