為了解COVID-19疫情對個人與家庭的影響，本研究以20歲以上南投縣民眾為母體，採用分層比例隨機抽樣法進行電話調查。結果顯示影響層面涵蓋休閒社交、經濟收入、心理適應、生活便利、人際互動與照顧負荷等多元面向。再者，為探究社區長照據點2021年因疫情三級警戒而暫停服務後，對民間組織與服務使用者的影響，本研究另運用深度訪談法，訪談南投縣與臺中市設有社區長照據點之民間組織工作者。結果顯示據點的服務因疫情中斷後，對服務使用者的生理、心理、社會參與等層面造成不利影響，同時增加家庭照顧者的照顧負荷，據點恢復營運過程亦遭逢阻力。針對研究結果，本研究提出未來防疫政策與紓困措施的具體建議。

This study examined the effect of the COVID-19 pandemic on individuals and families by using stratified random sampling to perform a telephone survey with Nantou County residents over 20 years of age. The results revealed the impact of the COVID-19 pandemic across multiple dimensions, including leisure and social activities, economic incomes, psychological adaptation, convenience in routine activities, interpersonal interactions, and caregiving burden. To explore how long-term care centers and service users were affected by service suspension following the issuance of the nationwide Level 3 epidemic alert in 2021, in-depth interviews were arranged with institutional workers in Nantou County and Taichung City. The service suspension adversely affected the physiology, psychology, and social participation of service users, as well as increased the caregiving burden on families. These long-term care centers also encountered challenges when attempting to resume their operations. Finally, we propose specific recommendations for subsequent pandemic prevention policies and relief measures.
