推行母嬰親善照護，陰道產母嬰肌膚接觸率雖98%以上，卻陸續接獲產婦抱怨肌膚接觸時間缺乏彈性，調查母親對陰道產母嬰肌膚接觸滿意度僅80.6%，亦為滿意度最低之項目，經調查肌膚接觸時間約23分鐘。本專案目的深入分析原因為：生產及新生兒護理作業已不符時代潮流、醫護同仁害怕改變生產作業模式、產前無強化母嬰肌膚接觸衛教內容等問題。經專案措施介入到外院做母嬰親善標竿學習，達成產兒醫護團隊共識，護理人力機動支援，重組團體衛教與教育訓練，製作新生兒安全評估標語及護理指導卡，增添保暖設備等措施。經對策實施後陰道產母嬰肌膚接觸滿意度由80.6%提升到92.2%，肌膚接觸時間由23分鐘延長到52分鐘。
