本研究目的了解中正技擊館之營運現況並提出如何提升中正技擊館的使用率之改善規劃及評估中正技擊館委託民間經營之可行性。研究方法係以「中正技擊館民營化之可行性評估訪視表」進行訪談，訪視表之問卷內容乃參考相關文獻編制，並經由專家學者校稿及修訂而成。本研究結果以實地查訪技擊館評估後，擬定本研究的改善規劃方案並評估其可行性，採用O.T.的經營模式委託民間經營，以充分發揮經營管理之效益，提升其附加價值，而政府也可藉由民間經營能力及資源作有效率的營運。此外，並參考國內相關運動產業之收費標準後，訂定本研究改善規劃方案之收費方式，及進行財務可行性分析，加以推估後可預期，在營運第一年盈餘為1,618萬元、第二年盈餘為1,698萬元、第三年盈餘為1,782萬元，由此可得知本研究之改善規劃方案極具有可行性。

The purpose of this research was to understand the current management status of Chung Cheng Martial Arts Stadium and to give suggestions on improving utilizing rates and on evaluating the possibility of OT. The research method used a ”Chung Cheng Martial Art Stadium OT possibility and evaluation interview questionnaire for interviewing, the content of interview questionnaire was based on previous research references and modified by sports management profession and scholars. The result of this study suggested that government could use OT management mode to maximize management profit, efficiency and extra values of OT management. In addition, this study also referred to a standard membership rate of related sports centers in the nation. An improved membership rate was produced and following three year stadium profits were calculated and analysis. The first year of profit would be 16,180,000, second year was 16,980,000, and third year was 17,820,000. According to the result above, the suggestions of this study has highly possibility toward success.
