China as a G2 country has been rising quickly, and so in the Northeastern Asia the power has been changing into China instead of America. In accordance with this atmosphere Chinese supreme power has been worried. Russia has found stability again with the rising of her position. Japan has showed a long-term stagnation, but kept on the 2nd or 3rd position in the world as she used to be. The Rpublic of China has showed a rapid development by the mutual interchange and cooperation with China.Like this the Northeastern countries have been developing with the mutual exchange and cooperation. However, South and North Korea in a peninsula have given rise to deep complications between the two because of the problem of nuclear development, and tried to settle the matter by the peaceful conversations and negotiation through Six-Talks but in vain; China and America have cooperated with each other for this problem, but this matter has aroused keen conflict of interest between the two countries; Russia and Japan have been so worried about this. North Korea's nuclear testing in May, 2009, the Cheonan Fleet blowup in the West Sea in March, 2010 and the Yeonpyong Island bombardment in November made the relationship between South and North for the Sunshine Policy retreat completely, aroused a state of tension and a tight political situation, and threatened the peace and stability of the Northeast.Should this relationship between South and North Korea continue in the future? Should we chastise North Korea by force? Even though it is better to show a timely punishment by force of arms, the relationship between the two should not be tightened and the state of tension should not be long lasted. For the unity and common interest as well as the unified strong country, South and North should depend on peace not by force, accept what each wants and make steady progress toward the way of peace, stability and coexistence and co-prosperity. Basing on these, we should turn our attention to Manchuria, the Far East & Siberia; form the belt of Korean nation's economy, history, culture community in these area; strengthen the relationship of exchange and cooperation with these developing countries in Northeast; and then make 'the Northeast Economy Security Co-prosperity Circle'. Starting Korean Peninsula, we should open the era of 'Railroad Silkroad' which connects Asia to Europe.
