政府在2004年頒布「服務業發展綱領及行動方案」草案中,定義物業管理三大服務範疇,其中將「生活管理及商業支持服務」列入未來物業管理公司業務發展方向之一。為呼應政府政策致力發展企業的藍海策略,東京都公司於2006年著手規劃生活服務平台建置,並獲得經濟部商業司「協助服務業研究發展輔導計畫」補助,目前平台已建置完成並順利運作,本文係將平台開發之構想緣起、建置運作及所遭遇之各方問題略加整理,提供有興趣者參考。社區通路多年來已引起熱烈關注,然並未形成氣侯,社區生活服務平台建置的宗旨,即在建立一套可行的運作機制以達成此目標,惟其中牽涉物流、金流、資訊流、商品流之交互關係,而現場第一線服務人員與住戶間之互信關係,更居關鍵角色,需長期耕耘,而非一蹴可幾。 |
英文摘要 |
The government has announced a ”Service Industry Development and Practices” protocol during 2004. It has defined into three basic sections to the service industry. Within the protocol, it has enlisted ”Living Management and Business Support Service” into one of the main function of Property Management Company. Tokyo Property Company has started to design a platform in order to support the government's regulation during 2006. This platform has received the financial support and recognition from the office of the Ministry of Economic Affair. Currently, the platform is in smooth operation. This article is to share the platform's origin of idea, structure, operation and problems it encountered. Community Channel has become a highly discuss topic during these years, however, it is not ready and matured. Community Channel Platform's main goal is to build a smooth functional mechanism. It includes many elements such as the logistic, capital flow, information exchange, and the actual products. The most important key point is the interaction between the management personnel and the residents within community. Good relationships requires long term efforts, it can't be achieved within a short period of time. |
