隨著醫藥科技的高度發展，各項疾病得以有效防治，死亡率因而逐年下降，使台灣地區人口結構快速地轉變；根據內政部戶政司最新人口統計資料（統計至九十七年底），台灣地區老人（年齡六十五歲以上）人數為240萬2仟220人，占總人口數的10.43%，而聯合國所採用「高齡人口社會」定義為7%，台灣已正式進入高齡化社會。而高齡人口的增加以及家庭組織結構變化及養老觀念的改變，傳統社會大家庭制度日漸式微，越來越多的高齡者不再認為與子女同堂居住的傳統觀念為唯一選擇，而有越加仰賴安養護機構的趨勢。但此類機構內人員及空間配置，常未能達到實際法令規定，令人擔憂倘若發生火災時，收容人員又多為行動不便或緩慢者，如何安全地避難逃生，有相當複雜性及困難度考量問題存在。依據上述之研究動機，觸動筆者以『老人福利機構避難驗證之研究－以台南縣為例』為研究主題，透過本文的研究期望能達到下列目的：1、為確保老人福利機構中收容人員生命安全，透過文獻及實地調查，找出此類老人福利機構火災特性、危險因素及現有的避難安全措施。2、透過避難驗證的實際演練執行，並藉由員工訓練方案的推行及外部資源的協助，提出較安全而有效率之避難安全方式。3、研究結果祈可提供相關機關於制訂法規、執行計劃以及此類機構火災避難及機構內合理配置管理人力等相關行政措施時之參考。

Along with the medicine science and technology high development, each disease can prevent and control effectively, thus the mortality rate drops year by year, causes the Taiwan area population structure to transform fast. According to the Department of Household Registration, M.O.I newest population statistic material (statistics to 97 year's end), the Taiwan area old person (above age 65 years old) population is 2,402,220, occupies the total population 10.43%, The definition which the United Nations uses ＂the advanced age population society＂ is 7, Taiwan becomes the Aged Society officially. But the advanced age population increase, the family organizational structure changes and the idea of care for the aged changes, the traditional society big family system decline day after day, more and more advanced ages no longer thought that it is the only choice to live with their children, but tends to rely on the retired man communities safety functions more than before. But in this kind of organization, the personnel and the spatial disposition has often not been able to achieve the actual law stipulated, It is anxious that if has fire accident, how can the personnel also to be many for moves about with difficulty or slow, how to seek asylum and safely escapes, It's quite complex and the degree of difficulty consideration question exists. Rests on the above research motive, touches the author to seek asylum research on ＂The Study of the Evacuation authentication of Senior Citizens' Welfare Institutions-Case Study on Tainan County＂, the penetration this article research expectation can achieve the following goal: 1. To insure that Senior Citizens' Welfare Institutions activity to accept the personnel safety, the penetration literature and on-the-spot investigation, discovers this kind of Senior Citizens' Welfare Institutions fire characteristic, the dangerous factor and existing seeks asylum the security measure. 2. The penetration seeks asylum the confirmation reality to train the execution, and trains the plan because of the staff carrying out and exterior resources .The assistance, proposed safe and effectiveness seeks asylum the security way. 3. The findings pray may provide the correlation institution in the code, hold the plan as well as this kind of organization fire seek asylum and in the organization correlation politics measures and so on reasonable disposition time management.
