預防火災、搶救災害及緊急救護為消防法明定之消防機關3大任務，到院前緊急醫療救護佔用消防機關相當大的業務比例，緊急醫療救護體系涵蓋到院前救護與到院後之緊急醫療照護，並配合各種災害緊急應變措施，提供平日及緊急災害時傷病患第一時間之急救，並在初步處理後以最快時間將傷病患送至適當之醫院，以降低死亡率與失能率，維護民眾之生命安全與健康。以臺北市政府消防局為例在97年由民眾撥打119求救的救護案件約有10萬多件，而98年則高達有11萬多件，可見救護勤務量每年正逐步增加，相對的民眾不當使用救護車的比例也隨之增加，而消防分隊如何在有限人力、物力之下，有效地利用現有消防人力執行救護派遣勤務，減少民眾濫用救護資源，成為一個相當重要的課題，因此透過有效的方法來進行救護案件的分析，提供正確地判斷、評估，作為消防機關救護勤務派遣工作之決策及減少緊急救護資源浪費，為本研究主要探討課題。

For example Taipei City Fire Department in 2008, people can call 119 for helping about more than 100,000 pieces of first aid cases, In 2009, it raised more than 110,000 pieces per year shows that the ambulance service is gradually increasing, the population was increased inappropriate use of ambulances relatively, while the fire station how to use dispatch service under limited human, material effectively and reduced emergency medical resource improper used become a very important issue. Therefore, we used effective way to analyze emergency medical cases, and provided the right way to judge, evaluate as the fire department based ambulance service dispatch, this is based study focused on the topic.
