新北市既有建築物耐震初勘執行現況之案例研究

鑑於0206高雄美濃地區地震災害，房屋坍倒或損壞，造成民眾對於建築物結構安全產生疑慮，新北市政府為保障民眾安全，推行既有建築物初勘作業（即房屋健檢），提倡私有既有建築物進行安檢，即民國88年12月31日前領得建造執照之建築物，民眾可自主提出耐震初勘申請，透過評估人員進行耐震初勘檢查，降低民眾於震災後對建築物產生之安全疑慮，目前初勘建築物分為三級管理，即初勘一類（尚無疑慮）、初勘二類（進一步評估）及初勘三類（立即修復補強）等三種類型，自105年2月6日至106年12月31日，歷經2年宣導推行，已獲初步成果，本研究針對中央安家固園計畫訂頒實施後，對新北市耐震初勘制度影響分析，及現行耐震初勘評估表，探討主要構造或非主要構造區分不同型態建築物之案例調查，並以受損建築物樣態，依評估人員現況勘查之結果，分析相對差異狀況，瞭解現有的初勘評估基準潛在課題，尋找改善策略，促使房屋健檢政策更臻完善，建構安居家園。

With a view to the earthquake disaster happened in Meinong area, Kaohsiung 0206, house collapse or damage, resulting in public concern about the safety of building structure. The New Taipei City government has implemented preliminary inspections of existing buildings (i.e housing health examinations) to protect citizen's safety, advocating implementing safety inspections of private existing buildings, that is, the buildings which are received construction licenses before December, 31, 2007, the public may submit their applications for the earthquake-resistant preliminary surveys themselves. The assessors will perform the earthquake-resistant preliminary examinations to reduce the safety concern of the buildings occurring by the public after the earthquake. Nowadays, the preliminary inspections of buildings are separated into three levels management which are the first type of observations (no concern), the second of preliminary survey (need further assessment) and the third of preliminary survey (need immediate repair and recovery). From February 6 to December 31, 2006, after two years of promotion and advocating, it had gained initial results. This research is aimed to analyze the impact of the first inspections system in New Taipei City after the implementations of the Central Housing Settlement project, as well as the current earthquake-resistant preliminary survey evaluation table, discussing that the case study of main structure and non-main structure which are divided into different types of buildings, and according to the results of assessors current situation inspections to analyze the compared deviation case based on the status of the damaged buildings, realizing the current potential issue of preliminary observation evaluation base, to look for the improvement strategy, promoting the better and sound of housing health inspection policy, and to build a safe and healthy homes.
