公有零售市場的設置早期是為解決流動攤販的社會問題、滿足市民日常採買的需求,而臺北市政府目前興建的公有零售市場,整體營運管理財務入不敷出,無法永續經營。因應未來將陸續改建的公有零售市場,臺北市政府勢必全面性的檢討現行的營運管理模式。本研究目的係將公有零售市場將營運管理分為經營管理及物業管理兩個層面探討,透過資料分析法、個案研究法及實地調查法進行研究,探討公有零售市場之營運管理現況,以提出公有零售市場營運管理模式之改善建議。本研究以臺北市某公有零售市場進行個案調查,調查結果為臺北市市場處的經營管理本個案收入為1,680萬元/年,經營管理支出為5,132萬元/年,物業管理費4,826萬元/年,營運管理淨利呈現負數,為-8,278萬元/年。而本個案物業管理業務市場處全數委託物管公司執行,為統包的物業管理模式。本研究認為臺北市市場處的公有零售市場,需要再開源節流,開源方式為提升攤位租金或增加土地開發強度,做為多目標使用,節流為精簡其物業管理服務編制的服務人員。而公有零售市場因不同的規模、空間使用及營業時間等情況,在營運管理上的議題也不盡相同,後續可以針對更多不同營運管理模式的公有零售市場進行研究。

英文摘要

The establishment of public retail markets initially aimed to address societal issues related to mobile vendors and cater to citizens' daily shopping needs. However, ongoing construction by the Taipei City Government is facing financial challenges, with overall operations unable to cover expenses, rendering them unsustainable. The government must comprehensively review the current operational management model to address this. This study delves into two key aspects of public retail market management: business and property management. This study conducted a case study of a public retail market in Taipei City. The investigation revealed that the annual income from business management by the Taipei City Market Administration Department was 16.8 million NT dollars, while the operating expenses were 51.32 million NT dollars, and the property management fee was 48.26 million NT dollars. The net profit of operational management showed a negative figure, amounting to -82.78 million NT dollars per year. The property management services in this case were entirely outsourced to property management companies, following a comprehensive management model. Through methods like data analysis, case studies, and field investigations, it aims to understand current operational challenges and propose solutions. For instance, increasing revenue through higher stall rents or intensified land development for multi-purpose use, and reducing costs by streamlining property management staffing. Further research can explore diverse operational management models tailored to the varying scales, space utilization, and operating hours of public retail markets.
