Scientific research and development has always been an important area for the development of a country. This is due to the fact that it can be applied in many fields, for example in defense and transportation. By applying fundamental research and development in these various fields, it would greatly boost the economic power of a country. In the past, the government had nurtured talents from the research arenas. However, due to the decrease in number of educated and well qualified researchers, it is thus crucial for us to reposition ourselves competitively. The report serves to discuss about the strategies for nuturing scientific talents, the allocation of resources and the performance of the government's policy. The following areas were analyzed using the project-researcher database from the National Science Council; 1.Recent efforts made to nurture and develop scientific talents; 2.Allocation of resources; Performance of the government's policy. In addition, a study was done using the database of intellectuals from the universities. This study discusses whether the educational programs for nurturing talents be a basis for the competitiveness of a country in the long run. The study also found out that there is a lack of talent in the various new emerging industries, being energy studies, environmental science and arts. Solutions to this existing scenario are made in the study in order to serve as a guide for the fundamental-research nurturing program in the future.
