身心障礙者由於身體上的不方便,或受到他人的歧視,導致在社會上處於弱勢,故政府之施政措施須考量身心障礙者的需求來保障其權益。新北市政府於去(104)年底首創「身心障礙者就業促進方案參與式預算試辦計畫」,引進具備審議精神的參與式預算,以三峽區為試辦區域,讓該區在地身心障礙者透過投票的方式選擇方案,決定促進就業的預算應該如何分配,使公部門的服務更貼近身心障礙者的需求。本文即從新北市身心障礙者人口概況之性別特性出發,進一步了解各類身心障礙者勞動情形。

英文摘要

The physically and mentally handicapped due to physical inconvenience, or discrimination of others, leads to socially disadvantaged, the Government policy address measures shall take into account the needs of the physically and mentally handicapped to protection of their rights. New Taipei Government first created the "physical and mental obstacles who employment promote programme participation type budget pilot plans" in the end of last year, introduced has considered spirit of participation type budget, to Sanxia district for pilot regional, let the district in to physical and mental obstacles who through vote of way select programme, decided promote employment of budget should how distribution, makes public sector of service more close to physical and mental obstacles who of needs. This article from the new Taipei City profiles gender characteristics of the disabled population, further understanding of the physically and mentally handicapped labor situation.
