建築資訊塑模(Building Information Modeling, BIM)技術的應用在全球AEC/FM(建築、工程、施工以及設施管理)產業中已受到許多國家政府的重視，台灣也不例外，因為BIM的應用不僅帶給工程生命週期各階段效益，在竣工後的營運維護階段，更是帶來許多利益。而不同的國家政府在執行BIM專案時，大多都有各自推動的策略與做法，也會發行該國的BIM規範(Protocol)與指引(Guide)手冊(一般描述性的屬指引，而規定性的則屬規範)。
